Definitions

 

Some useful definitions for seniors.
 

In-Home Support Services (IHSS)
A long-term care program that provides funding assistance with housework as well as personal care in the home.  Persons who are 65 or older, disabled, and on SSI or who are eligible for Medi-Cal, also qualify for IHSS if, without these services they cannot remain safely at home. 

Medi-Cal
California's version of Medicaid, a combined federal and state program that pays for health and long-term care for eligible low-income citizens and legal residents.  The California Department of Health Services administers the program.  Some people receive benefits from both Medicare and Medi-Cal.

Medicare
The federal health insurance program administered by the Social Security Administration that is available regardless of income to all persons at least 62 years of age or who have been disabled for at least 24 months. Skilled nursing facility care is covered for up to 100 days with co-payments after 20 days.  The placement must have occurred within 30 days after a hospital stay of at least three days.

Retirement/Assisted Living Hotels
These are generally large hotel type buildings that can accommodate anywhere from 50 to 100+ residents.  Basic amenities include meals, activities, exercise programs, and transportation to doctors.   Most hotels are licensed to provide assisted living and can offer help with dressing, bathing, medications, and escorting to meals.  Some assisted living hotels have dementia units. Costs vary depending on location and care needs of the resident. Shared rooms range from $950 - 1,700/month.  Private rooms range from $1,800 - 4,500/month.  Some accept SSI as payment for a shared room.

Residential Care Facilities for the Elderly (RCFEs)
These are usually family operated small residential care homes that are licensed to provide 24-hour care assistance for 4-6 residents.  Basic amenities include meals, transportation to doctors, activities, assistance with dressing, bathing, and medication.  Many accept residents who are incontinent, non-ambulatory, have dementia, Parkinsons, or Alzheimer's.  Many have dementia waivers and can accept "wanderers."  Costs vary depending on location and care needs of the resident.  Shared rooms range from $1,200 - 3,000/month.  Private rooms range from $2,00 - 4,000/month.

Skilled Nursing Facilities (SNFs)
These facilities offer 24-hous skilled nursing care.  Staff include licensed trained professionals, such as: registered nurses (RNs), licensed vocational nurses (LVNs), and certified nursing assistants (CNAs).  Many SFNs offer occupational, speech and physical rehabilitation services.  Some will accept patients who have IV's, g-tubes, or tracheotomies. Can also accept patients with open wounds.  Private, paid nursing homes range from $85-130/day (shared occupancy).  Many accept Medicare and Medi-Cal. 

Social Security Supplemental Income (SSI) 
Social security will pay the difference between a senior's combined income and the SSI subsidy limit (approx. $1000) for retirement/assistance living settings willing to accept the SSI rate for a shared room.  For instance, if a recipient receives a combined income of $500, the government would provide the additional $500 SSI benefit.
