Personal Assistance Service Council
The Personal Assistance Services Council (PASC) is a Public
Authority established by the Los Angeles County Board of
Supervisors in 1997 to enhance the In-Home Supportive Services (IHSS)
Program. PASC serves as employer of record for nearly 100,000
IHSS Providers for purposes of collective bargaining. PASC also
operates a Registry to provide free referrals for IHSS Consumers
and Providers. In addition, PASC provides access to training for
both IHSS Consumers and Providers, as well as an array of
support services to improve the
IHSS program
